Procedure
  1. Project Manager: Defines project structure.
  2. Project Manager: Estimates required resources.
  3. Project Manager: Defines development iterations.
  4. Project Manager: Get schedule approval.
  5. Developers: Prepare group (individual) plans
  6. Project Manager: Collects group (individual) plans and prepares detailed iteration plan.
  7. Project Manager: Agrees on detailed iteration plan with developers.
  8. Project Manager: Assigns tasks to developers.
  9. Project Manager: Publishes schedule and plan.
